Hugh2d2: fully funded schools, health care for every child under 18, lowered college tuition, job training for displaced workers, stronger border enforcement... just off the top of my head.

The ideas put forth here, and seconded, don't seem to fit the criteria and are therefore gay marriage and terrorism. I also noticed that you didn't mention September 11th. That, of course, is sedition. In penance, please select a Vice Presidential candidate as absurd as Sarah Palin.

I agree 100% Throw that much money around and several people who have no right to it will become very, very rich all of a sudden. I don't like this plan.

Though for the bureaucracy involved in that sort of plan, it'd probably have to go down to $2,000 per person.

And speaking of bridges...
SpearmintFur: I've always thought it'd be awesome if they could build a bridge connecting the continental US to Hawaii or if they could build a bridge from like, build a bridge from Alaska to Russia (essentially reconnecting the Bering Strait).  
 
I have no idea if that's technically feasible but I bet $700 billion could cover the cost of a 50 mile tunnel. Apparently, the Chunnel connecting France and the UK which is about 30 miles long only cost $10 billion, so I figure for $700 billion you could build a bridge or tunnel that's 50 miles long and can withstand extreme cold.  
 
That's just one of those things I like to fantasize how awesome it would be, along with time travel and a watch that could freeze time.
